It is an internal gear pump that has an inner drive gear and outer guided gear. The inner gear does not have as many teeth as the outer gear, it has one less. The inner gear is spun by a prime mover, it turns the larger motor gear. One side of the pumping device, an increase of volume is formed as the gear teeth un-mesh. When it is the other half of the pump it decreases volume.  It also has an unbalanced makeup.

Fluid that comes into the pumping device is separated from the discharge fluid by a port plate, like one that is in a vane pump. Then the fluid is carried around from inlet to outlet, there is a positive seal that is secured as the inner gear teeth that goes along the perimeter of crests and valleys of the outer gear.
