Most hydraulic motors work by making an imbalance that makes the shaft turn around. What makes the imbalance is in the differences in the vane area that is unprotected to the hydraulic pressure. You will see by the picture that the rotor based off center in respect to the ring, the area of the vanes that are a open to the pressure increase when it aims to the top and lessens at the bottom. If you have parts of the vanes that are not pressurized with fluids in the inlet, torque begins at the motor shaft. The higher the pressure or larger the exposed area of the vanes, it will produce more torque will start at the shaft. And this will make the shaft and rotor turn.
